Robert Graham, CPM® Vice President - Public and Indian Housing Programs Robert Graham is a former Executive Director of the Newark, NJ Housing Authority. During Robert's ten-year tenure, he gained invaluable experience in strategic planning for turning around troubled PHAs. Responsible for a housing corporation with $400 million in assets and over 1,100 employees; an Operating Budget of $70 million; a Capital Improvements Program of $175 million; a New Construction Program of $100 million; an Urban Renewal Program of $70 million; three HOPE VI Revitalization Grants valued at $125 million; and $45 million in budgetary authority in Certificates and Voucher Program, Robert was directly responsible for improving the PHAS scores of the agency and achieving high performer status in the management and financial operations areas. He also brings valuable experience in public sector property management, capital improvement planning and budgeting, and maintenance administration. He was provided hands-on involvement in the successful implementation of the agency’s ROSS program. During his tenure, the agency won three HOPE VI Revitalization Grants valued at $125 million and implemented a Capital Improvements Program of $175 million. The agency administered $45 million in budgetary authority in Section 8 Certificates and Vouchers.
